I suggest that you contact HR and tell them you are going to

1. refer this matter to his/her boss to deal with their incompetence, alternatively
2. to a lawyer to consider your legal rights  or
3. ask her/ him about the process of bringing an Internal Grievance against HR for their failure to do their job..
